Rich graduated from Wyomissing High School and earned a full athletic scholarship to pitch at the University of Tennessee. He was a 6th round draft selection of the Seattle Mariners in 1986 and progressed through the minors with stays at San Bernardino, Williamsport and the AAA Calgary Cannons in 1990. He made his major league debut with the Mariners in 1990 and won 12 games for Seattle in 1991 and was a contender for the American League Rookie of the Year. In 1994 he moved to Baltimore and later to St. Louis where he was 8-7 as a reliever. In 1996 he was traded to the San Francisco Giants and 2 years later to the Anaheim Angels. His final season was in 1999 with Cleveland Indians as a relief pitcher. His major league record was 38-51. He was a Northeast are scout for the Dodgers for 8 years. He is co-founder of 3 UP 3 Down Baseball and is a Pennsylvania recruiter for USA Baseball since 2012.
